    7 TULP is a mailing-lists manager.  It implements a subset of the commands of
    8 the well known LISTSERV, used mainly in the Bitnet world.  It can  also  be
    9 used, in a very limited manner, as a mail-server for text archives.

   11 TULP allows an easy management of mailing-lists.  Once their are created by
   12 the   TULP-manager,  users  can  subscribe,   signoff,  get  the   list  of
   13 subscribers, or retrieve  past articles  by sending mail  to  an  automatic
   14 sofware,  typically  listserv@node.dom.ain.  The  implemented commands  are
   15 really  close  to  the  syntax  used  on  Bitnet-Listserv  running  on  IBM
   16 mainframes.  Note  that  there is  *no*  connection  between  the  original
   17 listserv running on IBM mainframes and TULP.

   19 Each list can have several attributes:

   21 + Multiple list status: public, private, moderated.

   23 + List of owners an an editor.

   25 + Multiple "review" status: public, private, owners.
